How does sanctioning work?

To drive consistency of outcomes there is a mandatory sanctioning process set out in Regulation 17, summarised below. It is imperative that this process is followed in every case. The player or his/her lawyer or team manager will usually be given the opportunity to give their views on each of the stages below but the ultimate decision of course lies with the Judicial Officer/Disciplinary Committee which will deliberate in private after hearing the arguments on the appropriate sanction.
